Officials issued notices in custodial death case
Hyderabad: Almost three weeks after the death of Abdul Mannan, a street vendor and native of Muzaffarnagar (UP), in police custody in Warangal on April 27, Telangana State Minorities Commission (TSMC) issued notices to Warangal District Collector and Commissioner of Police, Warangal, and asked both to submit a report within a week.
In its notice, the TSMC, while referring to the petition filed by brother of the deceased, Mohd Arif, said it was necessary to probe into the cause of the death of Abdul Mannan. "Call upon you to submit a detailed report in the incident to the Commission within a week," the notice said.
It may be mentioned here that the brother of Abdul Manan, the UP trader who died under suspicious circumstances in Warangal allegedly under police custody, appealed to State Human Rights Commission and State Minority Commission on May 13 in Hyderabad to order an inquiry into the death of his brother.
M Arif, along with MBT leader Amjedullah Khan and other rights activists, approached the commissions appealing an independent inquiry into the death of the 35-year-old man who was on a visit to Telangana for business purpose.
In his representation, he explained that in view of Ramzan, his brother, Abdul Manan, along with five others, all native of Muzaffarnagar in Uttar Pradesh, were staying at a rented house and selling clothes for livelihood. On April 27, all six left the room at 7 am for selling clothes. Around 7.30 am, they were picked up by police and taken to an unknown location.
They were asked to show their Identity proof on which they all produced their Aadhar Card. Their entire belongings were checked. Later, a team of police officials went to inquire about them with the landlord where they were staying. The police officials checked the room where they were staying and also inquired with the landlord.
"They were mentally and physically tortured. Around 2.00 pm my brother complained of uneasiness and chest pain and asked the policemen for some water and medicine. But he was denied, while he kept on continuously complaining of chest pain, but no one listened to him.
At one time, he was hit by an empty bottle, when asked for water. Suddenly around 4.30 pm, he started vomiting and fell unconscious. some policeman put him in an auto and took him to MGM Hospital in town where the doctors declared him brought dead," he explained.
