Hyderabad: Andhra Pradesh and Telangana governments have failed to submit detailed project reports of the irrigation projects being taken up by them on Krishna and Godavari rivers to the concerned River Management Board.

While Godavari River Management Board has directed both the States to submit the DPRs by June 10, the Krishna River Management Board directed that the DPRs should be submitted at the earliest.

However, both States did not take any steps to submit the DPRs of the projects so far. The officials of both the States have said that their political bosses have to take a decision on submitting the DPRs.

The Chief Ministers of both the states may not put focus on the issue as they have been grappling with the coronavirus problem. They may take two to three months to take a decision on submitting the DPRs.

The KRMB and GRMB have met on June 4 and 5 respectively and heard the complaints of both the States on the new irrigation projects on Krishna and Godavari rivers.

While Telangana alleged that AP has been taking up new projects on Krishna without the permission of the Apex Council, AP, on the other hand, has complained that TS has taken up projects without permission on Godavari river. They have stated that any new irrigation project should not be constructed without the permission of the Apex Council.

Both the Boards have directed irrigation officials of TS and AP to submit detailed project reports for the evaluation of the Apex Council which is the final authority on deciding the status of the projects.

Chairmen of the both the Boards have opined that the status of the projects, whether new or old, would be decided by the Apex Council. Hence DPRs should be submitted.

Board officials said that the DPRs of projects under question would be referred to the Apex Council being headed by Union Water Resources Minister. The meeting of the Council could be held as soon as the DPRs are submitted.

However, both the states are not ready to submit the DPRs and trying to delay the process. Submission of DPRs would take the issue to the next level and fate of the projects would hang in balance.

They are of the view that the Apex Council may stop the construction of the projects and this would damage the interests of both the States since Telangana and AP have gone much ahead in the construction of the projects.
