Outsourcing staff facing salary woes for last five months
Nearly 50,000 outsourcing staff working in different departments including the Secretariat are starved of salaries. The staff has not been receiving salaries for the last five months.
Hyderabad: Nearly 50,000 outsourcing staff working in different departments including the Secretariat are starved of salaries. The staff has not been receiving salaries for the last five months.
Although renewal of their services is done for this year in March, government did not release required funds to the agencies which disburse the salaries to the outsourcing employees every month.
Top officials said that all respective departments forwarded budget requirement for the release of salaries to the Finance Department in March this year and requested for the deposit of money in head account in fourth week of every month.
So far, no funds were released to clear the pending salaries since April, the first month of 2019-20 financial year. It requires nearly Rs 200 crore to pay the salaries of all workers from April to August.
Most of the outsourcing staff are working with State Panchayat Raj and Rural Development, Municipal Administration and Urban Development and Health Department. Maximum salary to be paid to each outsourcing worker is Rs 18,000.
Officials said the Finance Department is struggling hard to provide adequate funds in the new financial year as the demand for more funds from Agriculture and Welfare Departments is high in view of the implementation of Rythu Bandhu scheme and enhanced pensions to the poor.
In the ongoing Kharif season, the total requirement of funds under Rythu Bandhu is Rs 7,500 crore. So far, Rs 3,000 crore was only released. The increased pensions have put Rs 500 crore additional burden on the State exchequer every month.
The government is already facing financial crisis, officials said that the clearance of pending contract bills and salaries to the outsourcing staff has come as a big blow.
A decision on the release of funds will be taken only after consulting Chief Minister K Chandrashekar Rao. Finance Secretary K Ramakrishna Rao is making efforts to address the issue in consultation with the Revenue generating departments.
