Centre's prod to Gram Panchayats to improve basic services

Hyderabad: The Gram Panchayats have been asked to implement a 100 Days Action Plan to improve the delivery of basic services in the village and to submit it to the Centre.

The Gram Panchayat Development Plans (GPDP) should be updated accordingly. As many as 3,439 GPs of the state have so far uploaded their plans to website of Union Panchayat Raj department and rest of the total 12,750 GPs have to complete the process.

The instructions issued in this regard have stated that in order to provide an impetus and speed up of implementation of programmes of the government, 100 Days Action Plan has been formulated by the Ministry of Panchayat Raj (MoPR).

The 100 Days plan covers the core functions of the MoPR pertaining to the Gram Panchayat Development Plan (GPDP), utilising the various e-applications to enhance efficiency, commencement of works under GPDP, and capacity building of the PRIs' elected functionaries etc.

These activities are of immense importance not only towards providing momentum to the development works but in enhancing the overall administrative capacity of the GPs, as well as in bringing synergy in the role of GPs across departments.

The 100 Days plan should consist of uploading of all the Gram Panchayat Development Plans on PlanPlus for FY 2019-20. Execution of developmental works, in the Gram Panchayats, related to basic services have to be taken up. Capacity building of elected representatives on basic orientation and thematic areas including generation of employment, and employability should be taken up.

Towards the 100 Day plan at least half of the capacity building target of FY 2019-20 should be achieved during 100 days. Therefore, it is targeted that during the 100 Days holistic integration of PRIASoft-PFMS should be completed for all the GPs in the state. The information on the 100 Days achievements should be uploaded in real-time on https://pdp.nic.in as well.

Under the action plan all the Gram Panchayats need to register the Digital Signature Certificates (DSCs) in PRIASoft, for both maker and checker, i.e. Panchayat Secretary and Sarpanch respectively, and the same needs to be approved by the immediate higher authority.

All the Gram Panchayats must ensure that their accounts in PRIASoft are up-to-date and their year-books are closed.

It must be ensured that the bank accounts of GPs for 14th Finance Commission are in those PFMS integrated banks that allow for DSC enabled payments.

The State government has been told to complete the exercise as early as possible. The time for the programme ends in October. According to the Union Panchayat Raj department, the State is lagging behind in uploading the activities prescribed by the Centre to the PRIAsoft.
