Hyderabad: Telangana Rashtra Samithi (TRS) MP A P Jitender Reddy on Monday demanded that the Centre revise the 7th Schedule of Indian Constitution by removing the concurrent list as per Prime Minister Narendra Modi’s vision of Cooperative Federalism.

The TRS MP raised the issue of revising the 7th Schedule of Constitution during the Zero Hour in Lok Sabha on Monday. Jitender Reddy said that the concurrent list includes those subjects on which both Union and State have concurrent powers. However, in case of a conflict between Union law and State law on a same subject, the Union law prevails, overriding the State law.

Reddy said that this provision goes in contrary to the vision of Prime Minister Narendra Modi to have co-operative federalism. “Chief Minister K Chandrashekar Rao always sought for the removal of the concurrent list. Subjects included therein should be transferred to the State list. There is an effort by National parties to strengthen the Concurrent list so that the Centre has maximum hold over States.

However, this tramples on our duty to effectively govern our State. States should be allowed greater freedom in planning, and implementing policies,” he said. The TRS leader said that a top-down approach was not appropriate for such a diverse pluralistic society. Instead, the Union government should restrict itself to issues of foreign affairs, defence etc. He urged the government to initiate a dialogue on the issue and do the needful.
