Hyderabad: The All India Radio (AIR) and Prasar Bharati staff has urged the Centre to implement a one-time accelerated promotion scheme that grants promotion to all the programme staff considering their years of service and vacancies available from SAG of the IBPS to the PEX Cadres.

The staff held a meeting at the All India Radio office here on Monday. The officials brought to the notice of the Union Secretary of Ministry of Information and Broadcasting that the programme staff all over the country were in a state of agitation because of non-promotion for more than 35 years and posting/appointment of ex-cadre officers/ non- professionals to programme posts.

The programmers are also alleged that the Indian Broadcasting Programme Service (IBPS) Rules were being constantly and regularly flouted to bring outsiders and accommodate engineering officers in a pick and choose manner. To facilitate such illegalities more than 99 per cent of the 1,038 posts in the IBPS were deliberately kept vacant and programme officers were denied promotion for more than 35 years.

Staff alleged that this was being done to surreptitiously accommodate non-professionals, who have no knowledge of programme production, programme planning, programme management and programme administration, to senior supervisory posts of programme administration.

Staff urged the secretary to intervene and advise Prasar Bharati to implement a one-time accelerated promotion scheme that grants promotion to all programme staff considering their years of services and vacancies available from the SAG of IBPS to the PEX Cadres.

They also urged the secretary not to permit the ex-cadre officers and engineers to occupy programme posts and accommodate the DDG-E posted at DDK Trivandrum against an IBES post to which cadre he belongs rather than posting him against an IBPS post. They also wanted the secretary to remove supervisory role granted to DDG-E officer in Prasar Bharati Archives overall programme related activities.
