Rural Water Supply and Sanitation
Rural Water Supply and Sanitation Department is the nodal agency in the State for providing drinking water and sanitation facilities in rural areas. The drinking water facilities are being provided by various types of schemes such as bore wells with hand pumps, Protected Water Supply Schemes , Community Protected Water Supply Schemes etc.,

The Government is determined to solve the drinking water problem in rural areas with following

Objectives
Delivery of adequate, safe and potable drinking water to all rural people.
Safe water to fluoride, brackish and other polluted habitations.
Up gradation of all habitations to fully covered status.
Special focus on sustainability of sources/schemes.
Proper sanitation facilities to all habitations.

Various State and Central Government programmes such as National Rural Drinking Water Programme (NRDWP), Thirteenth Finance Commission (TFC), Swacch Bharat Mission(Gramin)(SBM(G)) and other external agencies provide the funds for implementing schemes/works for providing drinking water facilities and sanitation facilities to the habitations. Funds are also being tapped in the form of loans from NABARD, HUDCO, and World Bank.

There are 1,58,552 hand pumps, 25,100 PWS Schemes, and 160 CPWS Schemes are existing as on 30.11.2015. The district-wise details are as follows:

Ongoing programmes and achievements during 2015-16

4089 works are ongoing with a cost of Rs.39470.10 crore to cover 24,802 habitations under various grants such as NRDWP, NABARD, World Bank, 14th Finance Commission Grants etc. For the year 2015-16, 2106 habitations are targeted for cover.
Out of which, 1361 habitations are targeted for coverage during 2015-16. An expenditure of Rs.741.61 Crores is spent up to November 2015 and 1361 habitations are covered i.e., 1139 partially covered habitations and 122 quality affected habitations

Mission Bhageeratha
Telangana Drinking Water Supply Project (TDWSP) rechristened as “ Mission Bhageertha” is a flagship programme of the State of Telangana TDWP with a vision to supply potable drinking water to all habitations up to households level in the entire State in line with National Strategic plan. Mission Bhageertha will provide drinking water at the rate of 100 lpcd per person to the 303 lakh population in the state living in 24,224 rural habitations and 64 municipal bodies in nine districts, excluding Hyderabad.

The Project would cost about Rs. 40,000 crores, including bulk water supply (treatment and transmission system) managed by Telangana Drinking Water Supply Corporation (TDWSC), Intra-village water supply system managed by the Village Water and Sanitation Committees, sanitation and hygiene education, institution development and project management. All existing water supply schemes and ongoing drinking water projects in rural and urban areas are integrated into the TDWS Project.

The State is enriched by perennial rivers like Krishna and Godavari flowing in the State and major reservoirs like Nagarjunasagar , Palair, Wyra, Dummugudem, Srisailam, SRSP, Singur., Nizamsagar , Kaddam and Komaram Bheem Projects have abundant storage of water to meet the drinking water needs of the people of the State. TDWP will use about 63 TMC of water drawn from these dependent and sustainable Sources.

Broad Goals of the project

• 100 LPCD supply to all rural Habitations duly providing house connections also
• 135 LPCD supply to all Municipalities/ Nagar Panchayats
• 150 LPCD supply to all Municipal Corporations
• Supply water to Industrial areas at extent 0f 10% of total demand
• Complete the project in three years

TDWP to be implemented in four years, involves over 1.25 lakh KM length of a maze of pipelines, 18 intake wells, 63 water treatment plants, 17,407 storage tanks (for 7.5 lakh KL), 62 intermediate pumping stations. The total power requirement is 186 MW, as the project will use a gravity-based distribution network as far as possible. Using smart technology, water usage will be monitored and wastage will be reduced.

The Project is divided into 26 segments based on the topography, proximity and ease of connectivity from various dependable and sustainable sources. The state is seeking funds from bilateral and multilateral agencies and financial institutions, in addition to utilizing Central Government and own resources, to fund this mega project.

In addition to domestic water supply, the Project also takes into account the industrial demand to promote the development of industry in the State. SMART GRID with an Optic Fiber Network alongside the water pipelines will be laid.

The bulk supply will be made by the Telangana Drinking water Supply Corporation while the distribution within village/municipal areas will be taken up by the respective PRIs/ ULBs. While the bulk supply pipelines and structures are proposed to be constructed by reputed agencies having vast experience in the field, the intra-village or ULB distribution systems would be taken up by the local water committees involving women who are the best water managers.

Project -Scope and Strategy
The TDWSP is planned to cover domestic water demand of all the rural areas and urban areas (excluding the Greater Hyderabad Municipal Corporation and its surroundings up outer ring road, which will be covered by HMWS&S). The project plans to consider the water demand (towards domestic) of all institutions, commercial entities, industries, etc. The TDWSP will be integrated utilizing existing/ongoing projects providing water supply from surface water sources.All the existing surface water sources are verified to the maximum extent for planning better sustainability of the existing infrastructure/water supply systems. The balance surface water requirements will be planned from the proposed Project with sustainable sources.

The dual policy system, encouraged by the Central Government, has been taken into consideration of water for drinking, cooking, domestic need at much higher quality up to 100 LPCD for rural areas, 135 LPCD for Municipalities, 150 LPCD for Municipal Corporations. The additional demand for other purposes like livestock will be met from available local groundwater sources which are safe.

It is being planned to cover all the habitations in the state with drinking water through the Mega Project through main bulk trunk lines, sub-trunk lines, village network wherever necessary by integrating all the existing infrastructure and ongoing schemes so as to provide up to 100 LPCD of drinking water at the doorstep of every household in the rural areas.

For Urban Local Bodies water will be supplied as bulk water at specified locations identified and mutually agreed. The bulk metering system will be planned to ensure accountability on the part of local bodies. Further treatment/disinfection needed and service distribution scope will be under the respective Local Body.

Similarly, the treated water will be supplied to rural habitations also as bulk supply from the Project and the bulk metering system will be planned for accountability at GP level.

The total network from the source up to bulk supply point will be implemented, operated and maintained by a Telangana drinking water supply Corporation.

Village Water and Sanitation Committees consisting will be sub-committees of the GPs will manage the rural water supply system within local body limit

Progress of works
Total 15 intake structures works are grounded and they are in good progress. To cater the needs of HMWSSB water in 9 constituencies of Rangareddy, Warangal, Nalgonda and Medak Districts, the project is covering 2024 habitations by Apr’2016.
