December 15 Almost after two hour long allegations and counter allegations between ruling TDP opposition YSR congress, and administration the ZIlla Parishad general body meeting which held here on Saturday has conducted voting on irregularities taken place in Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) and recommended the central government to initiate action against those who responsible for allocating works against norms.
The voting was performed as per hand raising system of which 28 ZPTC’s raised in favor of special resolution introduced by Galeru ZPTC M.Lakshmi, while 11 members opposing her proposal. An interesting debate continued for one and a half hour between district administration and public representatives over the MNREGS act GO’s 42, 79, 59, and its related circulars, GO’s issued by the consent state governments related the Panchayath resolution, allocation of works, purchasing material, and delegation of powers to Irrigation SE, DE, by replacing collector in extraordinary conditions.
It will be commonly seen ruling, opposition parties sprinkled mud each on them in this kind of meetings for their political mileage, but interestingly YSR Congress MLA’s like S.Raghu Rami Reddy (Mydukuru), R.Siva Prasad Reddy (Proddaturu) G.Srikanth Reddy (Rayachoti) launched serious allegations against the district officials saying that they have turned behest at the ruling party leaders.
Describing MNREGS has turned political rehabilitation center to the TDP leaders and functionaries Mydukuru MLA S.Raghu Rami Reddy large scale of irregularities taken place in his own villages following they were neither executed without discussing in Grama Sabha nor accepting panchayath resolution.
Proddaturu MLA R.Siva Prasad Reddy alleged that works were allocated to the TDP functionaries on contract basis instead of finalizing them through e tenders. He criticized the district administration is in hurry in completing the works before December month following at any time election notification issue. He said there was number of instances administration has sanctioned the bills despite they were not recorded in M book.
However district collector CH.Harikiran defend the step of the administration in allocating the works and purchasing material as per the government guide lines. He said that the officials have sanctioned the works only after securing Panchayath resolution headed by consent village president and special officers. He said that bills were also paid as per norms after the work recorded in M book. Collector said Rs 300 crores worth works were taken up under MNREGS works apart 60 percent of them were completed remaining 40 percent would be completed by 2019 April financial year.
Marketing minister C.Adinarayana Reddy who participated in the meeting as chief guest said it is unfortunate opposition leaders utilizing ZP meetings for their party existence through creating disturbance instead discussing developmental activities.
Interestingly the meeting was concluded without discussing important issues like crop conditions, drought, drinking water problems, agriculture, health, public distribution system etc 27 issues mentioned in agenda just with a line ‘All were accepted’ where as allocated two hours on special resolution which was not mentioned in agenda. ZP chairman Gudur Ravi presided over the meeting. Joint Collector Koteswara Rao and others were present.
