Tirupati: Ahead of local body elections, the State government has cleared the reorganisation of Zilla Praja Parishads (ZPs), paving the way for separate ZPs in Chittoor, Tirupati and Annamayya districts.
The long-pending restructuring of ZPs following the State’s district reorganisation will now take shape with the existing Chittoor ZP being divided into three separate bodies.
Panchayat Raj and Rural Development Special Chief Secretary Kantilal Dande issued orders for the reconstitution of the Zilla Praja Parishads in the newly formed districts. While offices of various government departments were shifted to the new districts after reorganisation in April 2022, the Zilla Parishads continued to function as joint bodies as they had elected governing councils. The term of the existing ZP governing body is due to end on September 24, allowing the government to reorganise the ZPs according to the new district boundaries.
Under the reorganisation, the assets, rights, liabilities, records and staff of the existing Chittoor Zilla Parishad will be divided and transferred to the newly formed Zilla Parishads of Tirupati and Annamayya. Separate administrative arrangements are also being made for the three ZPs.
The government has decided to provide one CEO and one Deputy CEO for each Zilla Parishad. This will result in three CEOs and three Deputy CEOs working for the ZPs of Chittoor, Tirupati and Annamayya.
The reorganisation will also create more opportunities for political leaders seeking key positions in the local bodies. Each Zilla Parishad will have one chairperson and two vice-chairpersons.
Thus, the three districts will together have three chairperson and six vice-chairperson posts. The existing combined Chittoor Zilla Parishad has 65 ZPTC seats. Following the district-wise reorganisation, Chittoor district will have 27 ZPTC seats, Tirupati 35 and Annamayya 25. The combined district earlier had 811 MPTC seats.
The new Zilla Parishad offices will start functioning from September 25, immediately after the term of the existing governing body ends. The move is also being taken ahead of the proposed ZPTC and MPTC elections, which are expected to be held in October based on the new district boundaries.
For Tirupati district, officials have proposed operating the Zilla Parishad from the MPDO office at Chandragiri for the time being. In Annamayya district, the ZP office is proposed to be set up at the ZP bungalow campus in Madanapalle.
Plans are being made to shift the engineering offices currently functioning there to make space for the new ZP office.
