The motto of the Civil Defence and Home Guards is "Nishkam Seva" or "Selfless Service."

The Civil Defence and Home Guards are the twin Voluntary organisations work towards the safety of common man and for the cause of defence to the nation.
The motto of the twin voluntary organisations is "Nishkam Seva" or "selfless Service" which is an essential objective in life. The service brings a sense of happiness, satisfaction and applause in Civil Defence Volunteer life. They are the first people who come to the rescue of people in calamities. We, the common people, are proud of their voluntary work. During tough times, they are the ones who make us feel safe and secured.
Civil Defence is a voluntary Organisation, and its success is determined by what they receive from the public. So, it is crucial to create and sustain public interest in the Civil Defence Organisation by ample promotion by way of demonstration, screening of movies, advertisement brochures, and lectures through print and electronic media etc.
Every year the States/UT Administrations should celebrate Annual Day for Home Guards and Civil Defence so that the organisation activities come to the public notice. Appropriate programmes should be organised to celebrate the Day in the right manner. The programmes should include cultural and educational programmes also to demonstrate in aggregation with the Home Guards Organisation.
The expenditure on this day is authorised and shared by the Centre and State Governments.
