Bengaluru: There seems no end to the fight between the two senior IPS officers over the Rs 619-crore Safety City Project being implemented under Nirbhaya scheme.
Without naming Home Secretary, Prison, Crime and Auxiliary Services (PCAS) D.Roopa, Additional Commissioner of Police (administration) Hemant Nimbalkar has stated that he cannot react to 'frivolous' and 'false' social media posts unless authenticity of the letter is confirmed by the competent authority. "Governance is a serious affair and cannot be run through unconfirmed social media posts.
I am seeing some of the social media posts, WhatsApp messages and efforts by some unconstitutional authorities to hide their crime and nefarious designs under the garb of whistle-blowing. I received one of the letters on social media purported to have been written by Secretary, Prison, Civil Defence & Auxiliary Services and many media people are asking my comment on the same me as the Chairman, Tender Inviting Authority for the ongoing Safe City Project," he said.
Nimbalkar stated that he is a public servant bound by rules and once the authority confirms that X has written the letter; he will give a point by point rebuttal before the appropriate forum/courts by initiating a series of actions.
"I hope the letter doing the rounds is authentic because it will help me in exposing the dual face of extra constitutional authorities who are trying to meddle with the tender process unauthorisedly under the garb of whistle blowing. The office of the commissioner of the police on Sunday stated that Bharat Electronics Limited (BEL) never participated in the process."
"The Call-II of the tender, the Tender Scrutiny Committee on June 20 after verification of pre-qualification and technical qualification accepted three bids namely Larsen & Toubro, Maric Security and Surveillance Private Ltd and BEL. It is amply clear that claims made as BEL was wrongly disqualified is thus proven to be absolutely false. The Call-II was cancelled because of the State government order banning Chinese origin products in any procurement in the light of National Security and was never canceled for non-existent allegations about biased and unfair tender. Call-III of the tender for Safe City Project is in process in absolutely transparent manner," the office of the police commissioner said.
Following Nimbalkar's complaint, the Chief Secretary ordered an inquiry, headed by City Police Commissioner Kamal Pant, to probe the illegal interference in the tender process. Pant is now the investigating officer
