Vijayawada: The state government amended the Andhra Pradesh Educational Service Rules, 1998, to align them with the Presidential Order, 2025, and reorganise educational service cadres, units of appointment and appointing authorities. To this effect, school education department principal secretary J Syamala Rao issued G.O.Ms.No. 33 on Tuesday. Through the order, the government introduced new posts and revised the administrative framework for appointments in the School Education Department. The amendments have been given retrospective effect from September 15, 2026.
Under the revised rules, two posts have been added to Class-III: Coordinator (PESC) under Category 14 and District Coordinator (Open Schools) under Category 15. The post of Mandal Educational Officer-II (MEO-II) has also been included under Category 5 of Class-IV.
The government has reorganised the six zones into two multi-zones. Multi-Zone-I comprises Zones I, II and III, while Multi-Zone-II comprises Zones IV, V and VI. The revised framework covers posts such as district educational officer (DR), deputy educational officer, senior lecturer and lecturer in District Institutes of Education and Training (DIETs), coordinator (PESC) and district coordinator (open schools).
The rules also specify the appointing authorities for various cadres. The director of school education or the government will handle appointments to designated multi-zone posts, while the respective regional joint directors of school education will be the appointing authorities for specified zonal cadres, including MEO-I, MEO-II and deputy inspector of schools.
Under the revised arrangement, Zone-I comprises Srikakulam, Vizianagaram, Parvathipuram Manyam, Visakhapatnam and Anakapalli districts. Zone-II covers Alluri Sitarama Raju, East Godavari, Kakinada and Dr BR Ambedkar Konaseema districts. Zone-III comprises West Godavari, Eluru, NTR and Krishna districts.
Zone-IV includes Guntur, Palnadu, Bapatla, Prakasam and Sri Potti Sriramulu Nellore districts. Zone-V covers Tirupati, Chittoor, Annamayya and YSR Kadapa districts, while Zone-VI comprises Nandyal, Ananthapuramu, Kurnool and Sri Sathya Sai districts.
The amendments reaffirm the provision for 95 per cent reservation for local candidates in direct recruitment, in accordance with Paragraph 5(1) of the Presidential Order, 2025. Each designated zone or multi-zone will serve as a unit for relevant service matters, including appointments, seniority, promotions and transfers.
