System to monitor lives from cradle to career

Hyderabad: Telangana state government has come out with a proposal to create an individual tracking system for each person belonging to BPL (Below Poverty Line) families from the birth till he/she settles down in a job or in a particular profession by synergising welfare, education, health, women and child development, youth services and skill development wings.

The new system will monitor education, health and career profile of each enrolled person in the government records from the day he or she is born through institutional delivery to joining anganwadi centre, welfare residential school and professional college. 

Under the new system, government will track every individual's performance in education, the reasons for drop out at every stage, hurdles in pursuing higher studies and struggle in getting jobs in government and also private sectors. 

The new system will help the government to ascertain the reach of the government schemes and necessary action required to contain dropouts and unemployment among youth before they attained 30 years of age.  

“The new system has been proposed by Chief Secretary SK Joshi after holding series of meetings with BC, SC, ST and Minority welfare departments recently”, a senior official said adding that the Chief Secretary observed that the welfare departments are excelling in the implementation of all schemes providing education and employment programmes but failed in achieving desirable results due to lack of coordination among the departments concerned. 

Under the individual tracking system, government will integrate welfare, education, health, skill development departments. The departments will closely monitor the enrolled individual’s performance in education, health status and requirement of skills to seek jobs.   

Officials said that government will pay special attention on the drop outs in every institution based on the available data and address their issues to pursue studies without any gap. In case of health problems, the authorities concerned will take necessary action in coordination with the welfare department. 

After completing professional studies, skill development wings will extend assistance to the individual to get job by improving skills required in a particular area.  Government is planning to take up the individual tracking system on a pilot basis soon. Based on the outcome, the new system will be brought into force across the state, officials said that the new initiative will improve Telangana’s education, health and employment index in the future.
